In any event, the rent shall be set as set forth herein, and if the market rent for that dwelling on July 1 of the first year is higher than the last month's rent due, and if the housing authority does not set the standard rent as provided herein within 90 days after July 1, the housing authority may reduce the rent due the landlord in its determination of market rent. The rent for housing with renting units of less than 30 minutes is subject to a separate and distinct set of rules, pursuant to this chapter.
